I assume GeForce Now is caching only certain files for each game, and Mods aren't included. However, if you launch Starbound directly from GeForce Now you will get a rig with enough memory, but since the game launches immediately after the first 'install' it doesn't wait for the workshop mods to be downloaded and installed. Near as I can tell, if you try to launch Starbound with mods using the generic Steam application it crashes because the rig you get allocated doesn't have enough memory for everything. However it does mean an additional 5 to 10 minutes of busy work each time I want to play. I've been using the above steps successfully for a number of weeks to load half a dozen or so mods, including some of the big ones like Frackin Universe.
